According to Richard Lemarchand, It would appear that Naughty Dog has an internal developer-- Edge Tools-- that is specifically set aside to refine, "a base set of tools that are utilised[sic] across all games." They're a kind of re-distributor for second-party studios to make sure that ALL PS3 games look and run great, it seems.
This is actually pretty interesting, and of COURSE it would be based out of Naughty Dog, because they are so very wonderful.
